by After every thre months the Owner or an admin should go and look for anybody with hits over 0 and reduce it back down to zero. For example say someone has 4 hits. After three months the person would have 0 hits. Another example. Someone has - 1 (negative one) hits. After three months, they still have - 1 (negative one) hits. Good idea or not?

Some noob with hits can get a chance to do what they did wrong. Like:
Someone PA's someone, gets 3 hits.
3 months later...
*hits cleared*
PA's the same person, gets permabaned
3 mths later...
*hits cleared*
And so on.
